A tweet can win the ranking and still never appear. Visibility Filtering is that last gate. It reads labels already stamped on the post (by Grox, Scarecrow, Agatha, and others) and returns one of three: show, blur, hide.

A hide cannot be ranked back in. First hide wins.

Followers still see more. On For You, a stranger gets extra drops — high-recall spam, NSFW, abusive, NSFW avatar — that a follower might still get.

You never “beat” this with a high Phoenix score. Safety is after the number.
